What's this project all about?
The Upper Reservoir was originally constructed between 1885 and 1888. Upgrade works were undertaken in 2000, followed by significant safety upgrades between 2019 and 2021 to meet regulatory requirements.
The upcoming upgrade works are the final part of the earlier upgrades and focuses on improving the reservoir outlet.
This work focuses on upgrading the reservoir’s outlet system. The project includes replacing pipework within the intake tower and at the entrance to the lower intake tunnel. Internal areas of the intake tower will also be modified to improve safe access for construction and future maintenance.
The project will take place in two phases.
Phase One – Draining the reservoir
To allow the upgrades to occur, the Upper Reservoir will be drained. Most of the water will be redirected into the Lower Reservoir. Any remaining water will be carefully pumped into the Sandy Bay Rivulet, which flows to Short Beach.
We’ve developed detailed water quality monitoring, sediment and erosion control, and construction water management plans to minimise impacts on the rivulet and surrounding environment.
Phase Two – Construction works
Once the reservoir is drained, we will begin upgrading the outlet works. This includes:
- Replacing pipework inside the intake tower.
- Upgrading pipework at the entrance to the lower intake tunnel.
- Improving internal access within the intake tower to support safe maintenance into the future.
- These works will help ensure the reservoir continues to operate safely and reliably for the community.
What to expect during the works
We’ll do our best to minimise disruption, however during these works you may notice:
- Changes to water flow in the Sandy Bay Rivulet while the reservoir is being drained.
- Temporary increases in sediment levels in the rivulet during the drainage process.
- Increased work crews, vehicles and machinery in the area.
- Increased traffic movements near the site.
- General construction noise and some dust.
- Temporary closures of some public areas within Waterworks Reserve, including sections of footpaths, car parks or BBQ areas.
